My pie and mash was perfectly presented and without even tasting the pastry, I knew it was homemade. The buttery, melt-in-your-mouth crust sat atop large chunks of chicken and nuggets of roasted ham, with a handful of wild mushrooms, all in a white gravy. It was delicious.

CHEYENNE -- Volunteers spent much of the past three months combing the state for signatures to put on a petition aimed at repealing Senate File 104.Organizers of the effort to nullify the recently passed law, which strips many of the duties from the state superintendent of public instruction, filed their paperwork with the state minutes before Tuesday's deadline. The Secretary of State's Office will now verify the signatures to see if the referendum meets the requirements to make it onto the ballot in 2014. The office has up to 60 days to complete this task, but it likely will be done much sooner. If the referendum does make it to the ballot, the organizers will have accomplished something rarely done in Wyoming s history. That s because only seven other initiatives or referendums have made the statewide ballot since the state started allowing the practice in 1968. And no citizen-led measures have made it to the ballot since 1996.Wyoming is one of the 24 states that allows residents to bypass the Legislature by going through the initiative or referendum process. But it also has some of the strictest requirements of those states.Wyoming requires petitioners to gather the number of signatures equal to 15 percent of votes cast in the previous year s general election. For this year, that meant the signatures of 37,
Hogan sito ufficiale,606 registered voters are required. Those signatures must also represent 15 percent of those living in at least two-thirds of the state s 23 counties.Because many signatures likely will be duplicates or be disqualified for other reasons, the state recommends groups collect double what is necessary. Some say these requirements are too burdensome. It is basically impossible to get something on the ballot with the current restrictions, said Marguerite Herman, representing the League of Women Voters of Wyoming. Really the only way to do it is to have highly paid and highly trained signature gathers. But there s almost no way just volunteers can do it. Betty Lewis,
beats by dre, a Laramie County coordinator for the SF 104 petition drive, said it was a difficult task to collect the thousands of signatures from so many different parts of the state. She said their efforts were limited because the state required them to submit their signatures within 90 days of the close of the legislative session. She suggested the state give groups more time to collect signatures for referendums. It took three weeks before the Secretary of State s Office even got us the petition, so we had three weeks lost right there, she said. They had over a year to come up with this bill, and we only had 90 days, so I think that is kind of absurd. Dan Neal,
Chanel, executive director of the Equality State Policy Center, said his group has also pushed for past efforts to ease the restrictions. This included a proposed bill in 2007 that would have removed the requirement that two-thirds of the state s counties need to fulfill the 15 percent requirement. He said the state has to find the right balance of allowing residents to propose changes while maintaining the integrity of the initiative and referendum processes. If you go back to 2004, (some groups used initiatives) as wedge issues to affect the presidential election,
p90x, he said. We would like to see the restrictions eased to some degree, but you need to do it in a thoughtful manner. Secretary of State Max Maxfield said he does not have an opinion on whether the restrictions should be eased. However, he said he believes the current rules are working. I think our present system allows folks the ability to get some initiatives passed
but I also recognize that we are one of the most difficult states to get one passed,
hogan outlet, he said. If you look at California or Colorado, where they are very loose,
monster beats, things can get very convoluted. Even some who have previously been denied by the system said it is important to prevent too many initiatives or referendums from cluttering the election process.Gary W. Vollan was one of the citizen sponsors of a 2006 attempt to create an initiative to allow denturists to make,
http://www.ghdwhairrose.co.uk/, place and sell dentures directly to the public. That proposal fell a few thousand signatures short of the requirement to make the ballot. However, Vollan said it s a good thing that those high standards are in place. I think it was a pretty fair process, and if we had a little more support, we would ve gotten there, he said. I think we need to have those (restrictions) so it s not abused and we don t lose the privilege of having the (initiatives and referendums) all together.
