EXIM BANK ลงนาม MOU ฮ่องกง สนับสนุนการค้าและการลงทุนไทย-ฮ่องกง

นายจุลพันธ์ อมรวิวัฒน์ รัฐมนตรีช่วยว่าการกระทรวงการคลัง ดร.ปีเตอร์ เคเอ็น แลม ประธานองค์การสภาพัฒนาการค้าฮ่องกง (HKTDC) และนางสาวมากาเร็ต ฟง กรรมการบริหาร HKTDC ร่วมเป็นสักขีพยานกิตติมศักดิ์ในพิธีลงนามบันทึกข้อตกลงความร่วมมือเพื่อพัฒนาผู้ประกอบการต่อเนื่องเป็นฉบับที่ 3 ระหว่าง ดร.รักษ์ วรกิจโภคาทร กรรมการผู้จัดการ ธนาคารเพื่อการส่งออกและนำเข้าแห่งประเทศไทย (EXIM BANK) กับนางสาวโซเฟีย ชอง รองกรรมการบริหาร HKTDC ณ HKTDC สำนักงานใหญ่ เขตบริหารพิเศษฮ่องกงแห่งสาธารณรัฐประชาชนจีน เมื่อวันที่ 22 กุมภาพันธ์ 2567

บันทึกข้อตกลงดังกล่าวมีวัตถุประสงค์เพื่อเสริมสร้างความร่วมมือระหว่าง EXIM BANK และ HKTDC ในการยกระดับการสนับสนุนผู้ประกอบการไทยและฮ่องกงให้มีความสามารถในการแข่งขันในระบบเศรษฐกิจ การค้าและการลงทุนระหว่างประเทศ รวมถึงความร่วมมือด้านอื่น ๆ ที่เกี่ยวข้อง อาทิ การบูรณาการความร่วมมือกับหน่วยงานภาครัฐและภาคเอกชนเพื่อสนับสนุนภารกิจของ EXIM BANK และ HKTDC ในการส่งเสริมการค้าและการลงทุนระหว่างไทยกับฮ่องกง การจับคู่ธุรกิจ การให้สิทธิประโยชน์เพื่อส่งเสริมให้ผู้ประกอบการไทยจำหน่ายสินค้าผ่านช่องทางออนไลน์ รวมถึงการแลกเปลี่ยนข้อมูลผู้ประกอบการที่อาจมีโอกาสเป็นลูกค้าของ EXIM BANK และ HKTDC เพื่อสนับสนุนการเข้าถึงบริการทางการเงินและการรับประกันความเสี่ยงทางการค้าและการลงทุนให้แก่ผู้ประกอบการไทยกับฮ่องกง

ปัจจุบันไทยและฮ่องกงมีความตกลงการค้าเสรีภายใต้เขตการค้าเสรีอาเซียน–ฮ่องกง (AHKFTA) ซึ่งมีผลบังคับใช้เมื่อเดือนกุมภาพันธ์ 2564 โดยฮ่องกงยกเว้นภาษีนำเข้าสินค้าจากอาเซียนทุกรายการและผูกพันไม่ขึ้นภาษีสินค้าทุกรายการภายใต้ AHKFTA ในอนาคต ขณะเดียวกัน ฮ่องกงเป็นคู่ค้าสำคัญอันดับที่ 13 ของไทยในปี 2566 โดยมีมูลค่าการค้าระหว่างกัน 1.37 หมื่นล้านดอลลาร์สหรัฐ คิดเป็นสัดส่วน 2.4% ของมูลค่าการค้ารวมของไทย สินค้าส่งออกสำคัญของไทยไปฮ่องกง ได้แก่ อัญมณีและเครื่องประดับ แผงวงจรไฟฟ้า เครื่องคอมพิวเตอร์ โทรศัพท์ และเครื่องยนต์สันดาปภายใน สินค้านำเข้าของไทยจากฮ่องกง ได้แก่ อัญมณี เครื่องประดับ เครื่องจักรไฟฟ้า เครื่องจักรกล และสินแร่โลหะ นอกจากนี้ ฮ่องกงยังเป็นแหล่งรองรับการลงทุนโดยตรงในต่างประเทศ (Thai Direct Investment : TDI) สำคัญของไทย โดยถือเป็นแหล่งลงทุนอันดับ 1 ของไทยในแง่มูลค่าเงินลงทุนโดยตรงสะสมที่ 2.65 หมื่นล้านดอลลาร์สหรัฐ ณ ไตรมาส 3 ปี 2566 โดย TDI Outflow ของไทยไปฮ่องกงอยู่ที่ 2.6 พันล้านดอลลาร์สหรัฐในปี 2565 มากเป็นอันดับ 5 รองจากสิงคโปร์ สหรัฐฯ ญี่ปุ่น และมอริเชียส โดยธุรกิจที่นักลงทุนไทยเข้าไปลงทุนในฮ่องกง อาทิ การเงินการธนาคาร ประกันภัย ค้าปลีกค้าส่ง อาหารและเครื่องดื่ม ขณะที่ธุรกิจที่นักลงทุนฮ่องกงเข้ามาลงทุนในไทย ได้แก่ โลจิสติกส์ อุตสาหกรรมอิเล็กทรอนิกส์ และอุตสาหกรรมดิจิทัล
